its OP if ur team doesnt have an ignite and if ur team has but fails to ignite him its totally OP his balanced but his W is kinda OP in a sense it deals more than Garens Ultimate.
Q is a mixture of Garen's Decisive strike and singed fling which is more annoying than an OP Garen huehuehuehuehue

In a team fight i believe there is someway of not making his passive come on. Since I dont own him I would say bursting him and igniting would be good since Voli's gameplay is always charge in, in my opinion xD

His passive have a cooldown,but did u know that if he dies,his passive is active agn so yup. It is abit OP. @.@
