Wrong. She is balanced. She is never op because she is darn squishy. Her silver bullets becomes op when she has high AD, high Armor pen and the opponent has high hp.

She MAY be a lil OP imo. For other range carries to tear apart a tank, its either madreds or lw. Vayne build pure AS also can rape a tank with just her bolts. Her ult gives you AD, her Q uses AD, her bolts does TRUE damage which just rapes the living shit out of tanks.
Despite her squishiness, with her R on, she can turn invisible awhile with Q which can help position her nicely in team fights so she doesn't get aimed. EVEN if she does get aimed[ most probably ], it might screw your enemies positioning and your team might take out a few of them when they just to get to you. Vayne also has a 1.5sec cc which requires skill to pull off but can be used for escape too and its like a mini trist ult >.>
TL;DR
Vayne OP with good position.
